16 For I am not (A)ashamed of the gospel, for (B)it is the power of God for salvation to everyone who believes, to the (C)Jew first and also to (D)the Greek. 17 For in it (E)the righteousness of God is revealed [a]from faith to faith; as it is written: “[b](F)But the righteous one will live by faith.”

Unbelief and Its Consequences

18 For (G)the wrath of God is revealed from heaven against all ungodliness and unrighteousness of people who (H)suppress the truth [c]in unrighteousness, 19 because (I)that which is known about God is evident [d]within them; for God made it evident to them. 20 For (J)since the creation of the world His invisible attributes, that is, His eternal power and divine nature, have been clearly perceived, (K)being understood by what has been made, so that they are without excuse. 21 For even though they knew God, they did not [e]honor Him as God or give thanks, but they became (L)futile in their reasonings, and their senseless hearts were darkened. 22 (M)Claiming to be wise, they became fools, 23 and they (N)exchanged the glory of the incorruptible God for an image in the form of corruptible mankind, of birds, four-footed animals, and [f]crawling creatures.

24 Therefore (O)God gave them up to vile impurity in the lusts of their hearts, so that their bodies would be (P)dishonored among them. 25 For they exchanged the truth of God for [g](Q)falsehood, and worshiped and served the creature rather than the Creator, (R)who is blessed [h]forever. Amen.

26 For this reason (S)God gave them over to (T)degrading passions; for their women exchanged natural relations for that which is contrary to nature, 27 and likewise the men, too, abandoned natural relations [i]with women and burned in their desire toward one another, (U)males with males committing [j]shameful acts and receiving in [k]their own persons the due penalty of their error.

28 And just as they did not see fit [l]to acknowledge God, (V)God gave them up to a depraved mind, to do those things that are not proper, 29 people having been filled with all unrighteousness, wickedness, greed, and evil; full of envy, murder, strife, deceit, and malice; they are (W)gossips, 30 slanderers, [m](X)haters of God, insolent, arrogant, boastful, inventors of evil, (Y)disobedient to parents, 31 without understanding, untrustworthy, (Z)unfeeling, and unmerciful; 32 and although they know the ordinance of God, that those who practice such things are worthy of (AA)death, they not only do the same, but also (AB)approve of those who practice them.

The Impartiality of God

Therefore you have (AC)no excuse, [n]you foolish person, (AD)everyone of you who passes judgment; for [o]in that matter in which (AE)you judge someone else, you condemn yourself; for you who judge practice the same things. And we know that the judgment of God [p]rightly falls upon those who practice such things. But do you suppose this, [q](AF)you foolish person who passes judgment on those who practice such things, and yet does them as well, that you will escape the judgment of God? Or do you think lightly of (AG)the riches of His (AH)kindness and [r](AI)restraint and (AJ)patience, not knowing that the kindness of God leads you to repentance? But [s]because of your stubbornness and unrepentant heart (AK)you are storing up wrath for yourself (AL)on the day of wrath and revelation of the righteous judgment of God, (AM)who will repay each person according to his deeds: to those who by (AN)perseverance in doing good seek (AO)glory, honor, and (AP)immortality, He will give (AQ)eternal life; but to those who are (AR)self-serving and (AS)do not obey the truth, but obey unrighteousness, He will give wrath and indignation. There will be (AT)tribulation and distress [t]for every soul of mankind who does evil, [u]for the Jew (AU)first and also [v]for the Greek, 10 but (AV)glory, honor, and peace to everyone who does what is good, to the Jew (AW)first and also to the Greek. 11 For (AX)there is no partiality with God.

12 For all who have sinned [w](AY)without the Law will also perish [x]without the Law, and all who have sinned [y]under the Law will be judged [z]by the Law; 13 for it is (AZ)not the hearers [aa]of the Law who are [ab]righteous before God, but the doers [ac]of the Law who will be justified. 14 For when Gentiles who do not have [ad]the Law [ae](BA)instinctively perform the requirements of the Law, these, though not having [af]the Law, are a law to themselves, 15 in that they show (BB)the work of the Law written in their hearts, their conscience testifying and their thoughts alternately accusing or else defending them, 16 on the day when, (BC)according to my gospel, (BD)God will judge the secrets of mankind through Christ Jesus.

The Jews under the Law

17 But if you call yourself a [ag]Jew and (BE)rely [ah]upon the Law and boast in God, 18 and know His will and [ai](BF)distinguish the things that matter, being instructed from the Law, 19 and are confident that you yourself are a guide to people who are blind, a light to those in darkness, 20 a [aj]corrector of the foolish, a teacher of [ak]the immature, possessing in the Law (BG)the embodiment of knowledge and of the truth— 21 you, therefore, (BH)who teach someone else, do you not teach yourself? You who [al]preach that one is not to steal, do you steal? 22 You who say that one is not to commit adultery, do you commit adultery? You who loathe idols, do you (BI)rob temples? 23 You who (BJ)boast [am]in the Law, through your breaking the Law, do you dishonor God? 24 For “(BK)the name of God is blasphemed among the Gentiles (BL)because of you,” just as it is written.

25 For indeed circumcision is of value if you (BM)practice [an]the Law; but if you are a violator [ao]of the Law, (BN)your circumcision has turned into uncircumcision. 26 (BO)So if (BP)the [ap]uncircumcised man (BQ)keeps the requirements of the Law, will his uncircumcision not be regarded as circumcision? 27 And (BR)he who is physically uncircumcised, if he keeps the Law, will he not (BS)judge you who [aq]though having the letter of the Law and circumcision are a violator [ar]of the Law? 28 For (BT)he is not a Jew who is one outwardly, nor is circumcision that which is outward in the flesh. 29 But (BU)he is a Jew who is one inwardly; and (BV)circumcision is of the heart, by the (BW)Spirit, not by the letter; (BX)and his praise is not from people, but from God.

All the World Guilty

Then what [as]advantage does the Jew have? Or what is the benefit of circumcision? Great in every respect. First, that (BY)they were entrusted with the (BZ)actual words of God. What then? If (CA)some [at]did not believe, their [au]unbelief will not nullify the faithfulness of God, will it? [av](CB)Far from it! Rather, God must prove to be true, though every person be found (CC)a liar, as it is written:

(CD)So that You are justified in Your words,
And prevail [aw]when You are judged.”

But if our unrighteousness [ax](CE)demonstrates the righteousness of God, (CF)what shall we say? The God who inflicts wrath is not unrighteous, is He? ((CG)I am speaking from a human viewpoint.) (CH)Far from it! For otherwise, how will (CI)God judge the world? But if through my lie (CJ)the truth of God abounded to His glory, (CK)why am I also still being judged as a sinner? And why not say (just as we are slanderously reported and as some claim that we say), “(CL)Let’s do evil that good may come of it”? [ay]Their condemnation is deserved.

What then? [az](CM)Are we better than they? Not at all; for we have already charged that both (CN)Jews and (CO)Greeks are (CP)all under sin; 10 as it is written:

(CQ)There is no righteous person, not even one;
11 There is no one who understands,
There is no one who seeks out God;
12 They have all turned aside, together they have become [ba]corrupt;
There is no one who does good,
There is not even one.”
13 (CR)Their throat is an open grave,
With their tongues they keep deceiving,”
(CS)The venom of [bb]asps is under their lips”;
14 (CT)Their mouth is full of cursing and bitterness”;
15 (CU)Their feet are swift to shed blood,
16 Destruction and misery are in their paths,
17 And they have not known the way of peace.”
18 (CV)There is no fear of God before their eyes.”

19 Now we know that whatever the (CW)Law says, it speaks to (CX)those who are [bc]under the Law, so that every mouth may be closed and (CY)all the world may become accountable to God; 20 because (CZ)by the works [bd]of the Law [be]none of mankind will be justified in His sight; for [bf](DA)through the Law comes [bg]knowledge of sin.

Justification by Faith

21 But now apart [bh]from the Law (DB)the righteousness of God has been revealed, being (DC)witnessed by the [bi]Law and the Prophets, 22 but it is the (DD)righteousness of God through (DE)faith (DF)in Jesus Christ for (DG)all those [bj]who believe; for (DH)there is no distinction, 23 for all [bk](DI)have sinned and fall short of the glory of God, 24 being justified as a gift (DJ)by His grace through (DK)the redemption which is in Christ Jesus, 25 whom God displayed publicly as (DL)a [bl]propitiation [bm](DM)in His blood through faith. This was to demonstrate His righteousness, [bn]because in God’s merciful (DN)restraint He (DO)let the sins previously committed go unpunished; 26 for the demonstration, that is, of His righteousness at the present time, so that He would be just and the justifier of the one who [bo]has faith in Jesus.

27 Where then is (DP)boasting? It has been excluded. By (DQ)what kind of law? Of works? No, but by a law of faith. 28 [bp]For (DR)we maintain that a person is justified by faith apart from works [bq]of the Law. 29 Or (DS)is God the God of Jews only? Is He not the God of Gentiles also? Yes, of Gentiles also, 30 since indeed (DT)God (DU)who will justify the [br]circumcised [bs]by faith and the [bt]uncircumcised through faith (DV)is one.

31 Do we then nullify [bu]the Law through faith? (DW)Far from it! On the contrary, we (DX)establish the Law.

Abraham’s Justification by Faith

What then shall we say that Abraham, [bv]our forefather (DY)according to the flesh, has found? For if Abraham was justified [bw]by works, he has something to boast about; but (DZ)not [bx]before God. For what does the Scripture say? “(EA)Abraham believed God, and it was credited to him as righteousness.” Now to the one who (EB)works, the wages are not credited as a favor, but as what is due. But to the one who does not work, but (EC)believes in Him who justifies the ungodly, his faith is credited as righteousness, just as David also speaks of the blessing of the person to whom God credits righteousness apart from works:

(ED)Blessed are those whose lawless deeds have been forgiven,
And whose sins have been covered.
(EE)Blessed is the man whose sin the Lord will not (EF)take into account.”

Is this blessing then on [by](EG)the circumcised, or on [bz]the uncircumcised also? For (EH)we say, “(EI)Faith was credited to Abraham as righteousness.” 10 How then was it credited? While he was [ca]circumcised, or [cb]uncircumcised? Not while [cc]circumcised, but while [cd]uncircumcised; 11 and he (EJ)received the sign of circumcision, (EK)a seal of the righteousness of the faith which [ce]he had while uncircumcised, so that he might be (EL)the father of (EM)all who believe without being circumcised, that righteousness might be credited to them, 12 and the father of circumcision to those who not only are of the circumcision, but who also follow in the steps of the faith of our father Abraham which [cf]he had while uncircumcised.

13 For (EN)the promise to Abraham or to his [cg]descendants (EO)that he would be heir of the world was not [ch]through the Law, but through the righteousness of faith. 14 For (EP)if those who are [ci]of the Law are heirs, then faith is made void and the promise is nullified; 15 for (EQ)the Law brings about wrath, but (ER)where there is no law, there also is no violation.

16 For this reason it is [cj]by faith, in order that it may be in accordance with (ES)grace, so that the promise will be guaranteed to (ET)all the [ck]descendants, not only to [cl]those who are of the Law, but also to [cm](EU)those who are of the faith of Abraham, who is (EV)the father of us all, 17 (as it is written: “I have made you (EW)a father of many nations”) in the presence of Him whom he believed, that is, God, (EX)who gives life to the dead and (EY)calls into being (EZ)things that do not exist. 18 In hope against hope he believed, so that he might become (FA)a father of many nations according to that which had been spoken, “(FB)So shall your [cn]descendants be.” 19 Without becoming weak in faith he contemplated his own body, now (FC)as good as dead since (FD)he was about a hundred years old, and (FE)the deadness of Sarah’s womb; 20 yet, with respect to the promise of God, he did not waver in unbelief but grew strong in faith, (FF)giving glory to God, 21 and (FG)being fully assured that (FH)what God had promised, He was able also to perform. 22 Therefore (FI)it was also credited to him as righteousness. 23 Now (FJ)not for his sake only was it written that it was credited to him, 24 but for our sake also, to whom it will be credited, to us (FK)who believe in Him who (FL)raised Jesus our Lord from the dead, 25 He who was (FM)delivered over because of our wrongdoings, and was (FN)raised because of our justification.

Results of Justification

(FO)Therefore, having been justified by faith, [co](FP)we have peace with God through our Lord Jesus Christ, through whom we also have (FQ)obtained our introduction by faith into this grace (FR)in which we stand; and [cp]we celebrate in hope of the glory of God. (FS)And not only this, but [cq]we also (FT)celebrate in our tribulations, knowing that tribulation brings about (FU)perseverance; and (FV)perseverance, (FW)proven character; and proven character, hope; and hope (FX)does not disappoint, because the love of God has been (FY)poured out within our hearts through the Holy Spirit who was given to us.

For while we were still (FZ)helpless, (GA)at the right time (GB)Christ died for the ungodly. For one will hardly die for a righteous person; [cr]though perhaps for the good person someone would even dare to die. But God (GC)demonstrates (GD)His own love toward us, in that while we were still sinners, (GE)Christ died for us. Much more then, having now been justified [cs](GF)by His blood, we shall be saved (GG)from the wrath of God through Him. 10 For if while we were (GH)enemies we were reconciled to God through the death of His Son, much more, having been reconciled, we shall be saved [ct](GI)by His life. 11 (GJ)And not only this, but [cu]we also celebrate in God through our Lord Jesus Christ, through whom we have now received (GK)the reconciliation.

12 Therefore, just as through (GL)one man sin entered into the world, and (GM)death through sin, and (GN)so death spread to all mankind, because all sinned— 13 for [cv]until the Law sin was in the world, but (GO)sin is not [cw]counted against anyone when there is no law. 14 Nevertheless death reigned from Adam until Moses, even over those who had not sinned (GP)in the likeness of the [cx]violation committed by Adam, who is a [cy](GQ)type of Him who was to come.

15 But [cz]the gracious gift is not like the offense. For if by the offense of (GR)the one (GS)the many died, much more did the grace of God and the gift by (GT)the grace of the one Man, Jesus Christ, overflow to the many. 16 The gift is not like that which came through the one who sinned; for on the one hand (GU)the judgment arose from one offense, [da]resulting in condemnation, but on the other hand the gracious gift arose from many offenses, [db]resulting in justification. 17 For if by the offense of the one, death reigned (GV)through the one, much more will those who receive the abundance of grace and of the gift of righteousness (GW)reign in life through the One, Jesus Christ.

18 So then, as through (GX)one offense [dc]the result was condemnation to all mankind, so also through one (GY)act of righteousness [dd]the result was (GZ)justification of life to all mankind. 19 For as through the one man’s disobedience (HA)the many (HB)were made sinners, so also through (HC)the obedience of the One (HD)the many will be made righteous. 20 [de](HE)The Law came in so that the offense would increase; but where sin increased, (HF)grace abounded all the more, 21 so that, as (HG)sin reigned in death, so also (HH)grace would reign through righteousness to eternal life through Jesus Christ our Lord.

Believers Are Dead to Sin, Alive to God

(HI)What shall we say then? Are we to (HJ)continue in sin so that grace may increase? [df](HK)Far from it! How shall we who (HL)died to sin still live in it? Or do you not know that all of us who have been (HM)baptized into (HN)Christ Jesus have been baptized into His death? Therefore we have been (HO)buried with Him through baptism into death, so that, just as Christ was (HP)raised from the dead through the (HQ)glory of the Father, so we too may walk in (HR)newness of life. For (HS)if we have become [dg]united with Him in the likeness of His death, certainly we shall also be [dh]in the likeness of His resurrection, knowing this, that our (HT)old [di]self was (HU)crucified with Him, in order that our (HV)body of sin might be [dj]done away with, so that we would no longer be slaves to sin; for (HW)the one who has died is [dk]freed from sin.

Now (HX)if we have died with Christ, we believe that (HY)we shall also live with Him, knowing that Christ, having been (HZ)raised from the dead, [dl]is never to die again; (IA)death no longer is master over Him. 10 For [dm]the death that He died, He died to sin once for all time; but [dn]the life that He lives, He lives to [do]God. 11 So you too, consider yourselves to be (IB)dead to sin, but alive to God in Christ Jesus.

12 Therefore sin is not to (IC)reign in your mortal body so that you obey its lusts, 13 and do not go on (ID)presenting [dp]the parts of your body to sin as [dq]instruments of unrighteousness; but (IE)present yourselves to God as those who are alive from the dead, and [dr]your body’s parts as [ds]instruments of righteousness for God. 14 For (IF)sin shall not (IG)be master over you, for (IH)you are not under [dt]the Law but (II)under grace.

15 What then? (IJ)Are we to sin because we are not under [du]the Law but under grace? [dv](IK)Far from it! 16 Do you not (IL)know that the one to whom you present yourselves as (IM)slaves for obedience, you are slaves of that same one whom you obey, either of (IN)sin [dw]resulting in death, or of obedience [dx]resulting in righteousness? 17 But (IO)thanks be to God that [dy]though you were slaves of sin, you became obedient from the heart to that [dz](IP)form of teaching to which you were entrusted, 18 and after being (IQ)freed from sin, you became slaves to righteousness. 19 (IR)I am speaking [ea]in human terms because of the weakness of your flesh. For just (IS)as you presented [eb]the parts of your body as slaves to impurity and to lawlessness, [ec]resulting in further lawlessness, so now present [ed]your body’s parts as slaves to righteousness, [ee]resulting in sanctification.

20 For (IT)when you were slaves of sin, you were free in relation to righteousness. 21 Therefore what [ef](IU)benefit were you then [eg]deriving from the things of which you are now ashamed? For the outcome of those things is (IV)death. 22 But now having been (IW)freed from sin and (IX)enslaved to God, you [eh]derive your [ei](IY)benefit, [ej]resulting in sanctification, and (IZ)the outcome, eternal life. 23 For the wages of (JA)sin is death, but the gracious gift of God is (JB)eternal life in Christ Jesus our Lord.

Believers United to Christ

Or do you not know, (JC)brothers and sisters (for I am speaking to those who know the [ek]Law), that the [el]Law has jurisdiction over a person as long as he lives? For (JD)the married woman is bound by law to her [em]husband as long as he is alive; but if her husband dies, she is released from the law [en]concerning the husband. So then, if while her husband is alive she [eo]gives herself to another man, she will be called an adulteress; but if her husband dies, she is free from the law, so that she is not an adulteress if she [ep]gives herself to another man.

Therefore, my brothers and sisters, you also were (JE)put to death (JF)in regard to the Law (JG)through the body of Christ, so that you might belong to another, to Him who was raised from the dead, in order that we might bear fruit for God. For while we were (JH)in the flesh, the sinful passions, which were (JI)brought to light by the Law, were at work (JJ)in [eq]the parts of our body to bear fruit for death. But now we have been (JK)released from the Law, having (JL)died to that by which we were bound, so that we serve in (JM)newness of (JN)the [er]Spirit and not in oldness of the letter.

(JO)What shall we say then? Is the Law sin? (JP)[es]Far from it! On the contrary, (JQ)I would not have come to know sin except [et]through the Law; for I would not have known about [eu]coveting if the Law had not said, “(JR)You shall not [ev]covet.” But sin, (JS)taking an opportunity (JT)through the commandment, produced in me [ew]coveting of every kind; for (JU)apart [ex]from the Law sin is dead. I was once alive apart [ey]from the Law; but when the commandment came, sin came to life, and I died; 10 and this commandment, which was [ez](JV)to result in life, proved [fa]to result in death for me; 11 for sin, (JW)taking an opportunity (JX)through the commandment, (JY)deceived me, and through it, killed me. 12 (JZ)So then, the Law is holy, and the commandment is holy and righteous and good.

13 Therefore did that which is good become a cause of death for me? [fb](KA)Far from it! Rather it was sin, in order that it might be shown to be sin by bringing about my death through that which is good, so that through the commandment sin would become utterly sinful.

The Conflict of Serving Two Masters

14 For we know that the Law is (KB)spiritual, but I am (KC)fleshly, (KD)sold [fc](KE)into bondage to sin. 15 For (KF)I do not understand what I am doing; for I am not practicing (KG)what I want to do, but I do the very thing I hate. 16 However, if I do the very thing I do not want to do, I agree with (KH)the Law, that the Law is good. 17 But now, (KI)no longer am I the one doing it, but sin that dwells in me. 18 For I know that good does not dwell in me, that is, in my (KJ)flesh; for the willing is present in me, but the doing of the good is not. 19 For (KK)the good that I want, I do not do, but I practice the very evil that I do not want. 20 But if I do the very thing I do not want, (KL)I am no longer the one doing it, but sin that dwells in me.

21 I find then (KM)the [fd]principle that evil is present in me, the one who wants to do good. 22 For I joyfully agree with the law of God [fe]in (KN)the inner person, 23 but I see (KO)a different law in [ff]the parts of my body waging war against the (KP)law of my mind, and making me a prisoner [fg]of (KQ)the law of sin, the law which is in [fh]my body’s parts. 24 Wretched man that I am! Who will set me free from [fi](KR)the body of this (KS)death? 25 (KT)Thanks be to God through Jesus Christ our Lord! So then, on the one hand I myself with my mind am serving the law of God, but on the other, with my flesh (KU)the law of sin.

Deliverance from Bondage

Therefore there is now no (KV)condemnation at all for those who are (KW)in (KX)Christ Jesus. For (KY)the law of the Spirit of life [fj]in (KZ)Christ Jesus (LA)has set you free from the law of sin and of death. For (LB)what the Law could not do, [fk](LC)weak as it was through the flesh, God did: sending His own Son in (LD)the likeness of [fl]sinful flesh and as an offering for sin, He condemned sin in the flesh, so that the (LE)requirement of the Law might be fulfilled in us who (LF)do not walk [fm]according to the flesh but [fn]according to the Spirit. For those who are in accord with the flesh set their minds on (LG)the things of the flesh, but those who are in accord with the Spirit, (LH)the things of the Spirit. (LI)For the mind [fo]set on the flesh is (LJ)death, but the mind [fp]set on the Spirit is life and peace, because the mind [fq]set on the flesh is (LK)hostile toward God; for it does not subject itself to the law of God, for it is not even able to do so, and those who are (LL)in the flesh cannot please God.

However, you are not (LM)in the flesh but in the Spirit, if indeed the Spirit of God (LN)dwells in you. But (LO)if anyone does not have the Spirit of Christ, he does not belong to Him. 10 (LP)If Christ is in you, though the body is dead because of sin, yet the spirit is [fr]alive because of righteousness. 11 But if the Spirit of Him who (LQ)raised Jesus from the dead dwells in you, (LR)He who raised (LS)Christ Jesus from the dead will also give life to your mortal bodies [fs]through His Spirit who dwells in you.

12 So then, brothers and sisters, we are under obligation, not to the flesh, to live according to the flesh— 13 for (LT)if you are living in accord with the flesh, you are going to die; but if by the Spirit you are (LU)putting to death the deeds of the body, you will live. 14 For all who are (LV)being led by the Spirit of God, these are (LW)sons and daughters of God. 15 For you (LX)have not received a spirit of slavery [ft]leading to fear again, but you (LY)have received [fu]a spirit of adoption as sons and daughters by which we cry out, “(LZ)Abba! [fv]Father!” 16 The Spirit Himself (MA)testifies with our spirit that we are (MB)children of God, 17 and if children, (MC)heirs also, heirs of God and fellow heirs with Christ, (MD)if indeed we suffer with Him so that we may also be glorified with Him.

18 For I consider that the sufferings of this present time (ME)are not worthy to be compared with the (MF)glory that is to be revealed to us. 19 For the (MG)eagerly awaiting creation waits for (MH)the revealing of the (MI)sons and daughters of God. 20 For the creation (MJ)was subjected to (MK)futility, not willingly, but (ML)because of Him who subjected it, [fw]in hope 21 that (MM)the creation itself also will be set free from its slavery to corruption into the freedom of the glory of the children of God. 22 For we know that the whole creation (MN)groans and suffers the pains of childbirth together until now. 23 (MO)And not only that, but also we ourselves, having (MP)the first fruits of the Spirit, even we ourselves (MQ)groan within ourselves, (MR)waiting eagerly for our adoption as sons and daughters, (MS)the redemption of our body. 24 For (MT)in hope we have been saved, but (MU)hope that is seen is not hope; for who hopes for what he already sees? 25 But (MV)if we hope for what we do not see, through perseverance we wait eagerly for it.

Our Victory in Christ

26 Now in the same way the Spirit also helps our weakness; for (MW)we do not know what to pray for as we should, but (MX)the Spirit Himself intercedes for us with [fx]groanings too deep for words; 27 and (MY)He who searches the hearts knows what (MZ)the mind of the Spirit is, because He (NA)intercedes for the [fy]saints according to the will of God.

28 And we know that [fz]God [ga]causes (NB)all things to work together for good to those who love God, to those who are (NC)called according to His purpose. 29 For those whom He (ND)foreknew, He also (NE)predestined to become (NF)conformed to the image of His Son, so that He would be the (NG)firstborn among many brothers and sisters; 30 and these whom He (NH)predestined, He also (NI)called; and these whom He called, He also (NJ)justified; and these whom He justified, He also (NK)glorified.

31 (NL)What then shall we say to these things? (NM)If God is for us, who is against us? 32 He who (NN)did not spare His own Son, but (NO)delivered Him over for us all, how will He not also with Him freely give us all things? 33 Who will bring charges against (NP)God’s elect? (NQ)God is the one who justifies; 34 who is the one who (NR)condemns? Christ Jesus is He who (NS)died, but rather, was [gb](NT)raised, who is (NU)at the right hand of God, who also (NV)intercedes for us. 35 Who will separate us from (NW)the love of [gc]Christ? Will (NX)tribulation, or trouble, or (NY)persecution, or (NZ)famine, or (OA)nakedness, or (OB)danger, or sword? 36 Just as it is written:

We were regarded as sheep to be slaughtered.”

37 But in all these things we overwhelmingly (OD)conquer through (OE)Him who loved us. 38 For I am convinced that neither (OF)death, nor life, nor (OG)angels, nor principalities, nor (OH)things present, nor things to come, nor powers, 39 nor height, nor depth, nor any other created thing will be able to separate us from (OI)the love of God that is (OJ)in Christ Jesus our Lord.

Deep Concern for Israel

(OK)I am telling the truth in Christ, I am not lying; my conscience testifies with me in the Holy Spirit, that I have great sorrow and unceasing grief in my heart. For (OL)I could [gd]wish that I myself were (OM)accursed, separated from Christ for the sake of my countrymen, my kinsmen (ON)according to the flesh, who are (OO)Israelites, to whom belongs (OP)the adoption as sons and daughters, (OQ)the glory, (OR)the covenants, (OS)the giving of the Law, (OT)the temple service, and (OU)the promises; whose are (OV)the fathers, and (OW)from whom is the [ge]Christ according to the flesh, (OX)who is over all, (OY)God (OZ)blessed [gf]forever. Amen.

But it is not as though (PA)the word of God has failed. (PB)For they are not all Israel who are descended from Israel; nor are they all children (PC)because they are Abraham’s [gg](PD)descendants, but: “[gh](PE)through Isaac your [gi]descendants shall be named.” That is, it is not the children of the flesh [gj]who are (PF)children of God, but the (PG)children of the promise are regarded as [gk](PH)descendants. For this is the word of promise: “(PI)At this time I will come, and Sarah will have a son.” 10 (PJ)And not only that, but there was also (PK)Rebekah, when she had conceived twins by one man, our father Isaac; 11 for though the twins were not yet born and had not done anything good or bad, so that (PL)God’s purpose according to His choice would [gl]stand, not [gm]because of works but [gn]because of Him who calls, 12 it was said to her, “(PM)The older will serve the younger.” 13 Just as it is written: “(PN)Jacob I have loved, but Esau I have hated.”

14 (PO)What shall we say then? (PP)There is no injustice with God, is there? [go](PQ)Far from it! 15 For He says to Moses, “(PR)I will have mercy on whomever I have mercy, and I will show compassion to whomever I show compassion.” 16 So then, it does not depend on the person who [gp]wants it nor the one who [gq](PS)runs, but on (PT)God who has mercy. 17 For the Scripture says to Pharaoh, “(PU)For this very reason I raised you up, in order to demonstrate My power in you, and that My name might be proclaimed [gr]throughout the earth.” 18 So then He has mercy on whom He desires, and He (PV)hardens whom He desires.

19 (PW)You will say to me then, “(PX)Why does He still find fault? For (PY)who has resisted His will?” 20 On the contrary, who are you, [gs](PZ)you foolish person, who (QA)answers back to God? (QB)The thing molded will not say to the molder, “Why did you make me like this,” will it? 21 Or does the potter not have a right over the clay, to make from the same lump one object [gt]for honorable use, and another [gu]for common use? 22 [gv]What if God, although willing to demonstrate His wrath and to make His power known, endured with great (QC)patience objects of wrath (QD)prepared for destruction? 23 And He did so to make known (QE)the riches of His glory upon (QF)objects of mercy, which He (QG)prepared beforehand for glory, 24 namely us, whom He also (QH)called, (QI)not only from among Jews, but also from among Gentiles, 25 as He also says in Hosea:

(QJ)I will call those who were not My people, ‘My people,’
And her who was not beloved, ‘beloved.’”
26 (QK)And it shall be that in the place where it was said to them, ‘you are not My people,’
There they shall be called sons of (QL)the living God.”

27 Isaiah cries out concerning Israel, “(QM)Though the number of the sons of Israel may be (QN)like the sand of the sea, only (QO)the remnant will be saved; 28 (QP)for the Lord will execute His word on the earth, [gw]thoroughly and [gx]quickly.” 29 And just as Isaiah foretold:

(QQ)If (QR)the Lord [gy]of armies had not left us [gz](QS)descendants,
(QT)We would have become like Sodom, and would have [ha]been like Gomorrah.”

30 (QU)What shall we say then? That Gentiles, who did not pursue righteousness, attained righteousness, but (QV)the righteousness that is [hb]by faith; 31 however, Israel, (QW)pursuing a law of righteousness, did not (QX)arrive at that law. 32 Why? Because they did not pursue it [hc]by faith, but as though they could [hd]by works. They stumbled over (QY)the stumbling stone, 33 just as it is written:

(QZ)Behold, I am laying in Zion (RA)a stone of stumbling and a rock of offense,
(RB)And the one who believes in Him (RC)will not be [he]put to shame.”

The Word of Faith Brings Salvation

10 Brothers and sisters, my heart’s desire and my prayer to God for them is for their salvation. For I testify about them that they have (RD)a zeal for God, but not in accordance with knowledge. For not knowing about (RE)God’s righteousness and (RF)seeking to establish their own, they did not subject themselves to the righteousness of God. For (RG)Christ is the [hf]end of the Law for righteousness to (RH)everyone who believes.

For Moses writes of the righteousness that is [hg]based on the Law, that the person who performs [hh]them (RI)will live by [hi]them. But (RJ)the righteousness [hj]based on faith speaks as follows: “(RK)Do not say in your heart, ‘Who will go up into heaven?’ (that is, to bring Christ down), or ‘Who will descend into the (RL)abyss?’ (that is, to (RM)bring Christ up from the dead).” But what does it say? “(RN)The word is near you, in your mouth and in your heart”—that is, the word of faith which we are preaching, [hk]that (RO)if you confess with your mouth Jesus as Lord, and (RP)believe in your heart that (RQ)God raised Him from the dead, you will be saved; 10 for with the heart a person believes, [hl]resulting in righteousness, and with the mouth he confesses, [hm]resulting in salvation. 11 For the Scripture says, “(RR)Whoever believes in Him will not be [hn]put to shame.” 12 For (RS)there is no distinction between Jew and Greek; for the same Lord is (RT)Lord of (RU)all, abounding in riches for all who call on Him; 13 for “(RV)Everyone who calls on the name of the Lord will be saved.”

14 How then are they to call on Him in whom they have not believed? How are they to believe in Him (RW)whom they have not heard? And how are they to hear without (RX)a preacher? 15 But how are they to preach unless they are sent? Just as it is written: “(RY)How beautiful are the feet of those who [ho](RZ)bring good news of good things!”

16 However, they (SA)did not all heed the [hp]good news; for Isaiah says, “(SB)Lord, who has believed our report?” 17 So faith comes from (SC)hearing, and hearing by (SD)the word [hq]of Christ.

18 But I say, surely they have never heard, have they? On the contrary:

(SE)Their voice has gone out into all the earth,
And their words to the ends of the [hr]world.”

19 But I say, surely Israel did not know, did they? First Moses says,

(SF)I will (SG)make you jealous with those who are not a nation,
With a foolish nation I will anger you.”

20 And Isaiah is very bold and says,

(SH)I was found by those who did not seek Me,
I revealed Myself to those who did not ask for Me.”

21 But as for Israel, He says, “(SI)I have spread out My hands all day long to a disobedient and obstinate people.”

Israel Has Not Been Rejected

11 I say then, God has not (SJ)rejected His people, has He? [hs](SK)Far from it! For (SL)I too am an Israelite, [ht]a descendant of Abraham, of the tribe of Benjamin. God (SM)has not rejected His people whom He (SN)foreknew. (SO)Or do you not know what the Scripture says in the passage about Elijah, how he pleads with God against Israel? “Lord, (SP)they have killed Your prophets, they have torn down Your altars, and I alone am left, and they are seeking my life.” But what [hu]is the divine response to him? “(SQ)I have kept for Myself seven thousand men who have not bowed the knee to Baal.” In the same way then, there has also come to be at the present time (SR)a remnant according to God’s [hv]gracious choice. But (SS)if it is by grace, it is no longer [hw]on the basis of works, since otherwise grace is no longer grace.

What then? What (ST)Israel is seeking, it has not obtained, but [hx]those who were chosen obtained it, and the rest were (SU)hardened; just as it is written:

(SV)God gave them a spirit of stupor,
Eyes to see not and ears to hear not,
Down to this very day.”

And David says,

(SW)May their table become a snare and a trap,
And a stumbling block and a retribution to them.
10 (SX)May their eyes be darkened to see not,
And bend their backs continually.”

11 (SY)I say then, they did not stumble so as to fall, did they? [hy](SZ)Far from it! But by their wrongdoing (TA)salvation has come to the Gentiles, to (TB)make them jealous. 12 Now if their wrongdoing proves to be riches for the world, and their failure, riches for the Gentiles, how much more will their [hz](TC)fulfillment be! 13 But I am speaking to you who are Gentiles. Therefore insofar as (TD)I am an apostle of Gentiles, I magnify my ministry 14 if somehow I may (TE)move (TF)my [ia]own people to jealousy and (TG)save some of them. 15 For if their rejection proves to be the (TH)reconciliation of the world, what will their acceptance be but (TI)life from the dead? 16 If the (TJ)first piece of dough is holy, the lump is also; and if the root is holy, the branches are as well.

17 But if some of the (TK)branches were broken off, and (TL)you, being a wild olive, were grafted in among them and became partaker with them of the [ib]rich root of the olive tree, 18 do not be arrogant toward the branches; but if you are arrogant, remember that (TM)it is not you who supports the root, but the root supports you. 19 (TN)You will say then, “Branches were broken off so that I might be grafted in.” 20 Quite right, they were broken off for their unbelief, but you (TO)stand by your faith. (TP)Do not be conceited, but fear; 21 for if God did not spare the natural branches, He will not spare you, either. 22 See then the kindness and severity of God: to those who fell, severity, but to you, God’s (TQ)kindness, (TR)if you continue in His kindness; for otherwise you too (TS)will be cut off. 23 And they also, (TT)if they do not continue in their unbelief, will be grafted in; for God is able to graft them in again. 24 For if you were cut off from what is by nature a wild olive tree, and contrary to nature were grafted into a cultivated olive tree, how much more will these who are the natural branches be grafted into their own olive tree?

25 For (TU)I do not want you, brothers and sisters, to be uninformed of this (TV)mystery—so that you will not be (TW)wise in your own estimation—that a partial (TX)hardening has happened to Israel until the (TY)fullness of the Gentiles has come in; 26 and so all Israel will be saved; just as it is written:

(TZ)The Deliverer will come from Zion,
He will remove ungodliness from Jacob.”
27 (UA)This is [ic]My covenant with them,
(UB)When I take away their sins.”

28 In relation to the gospel they are (UC)enemies on your account, but in relation to God’s choice they are beloved (UD)on account of the fathers; 29 for the gifts and the (UE)calling of God (UF)are irrevocable. 30 For just as you once were disobedient to God, but now have been shown mercy because of their disobedience, 31 so these also now have been disobedient, that because of the mercy shown to you they also may now be shown mercy. 32 For (UG)God has shut up all in disobedience, so that He may show mercy to all.

33 Oh, the depth of (UH)the riches, [id]both of the (UI)wisdom and knowledge of God! (UJ)How unsearchable are His judgments and unfathomable His ways! 34 For (UK)who has known the mind of the Lord, or who became His counselor? 35 Or (UL)who has first given to Him, [ie]that it would be paid back to him? 36 For (UM)from Him, and through Him, and to Him are all things. (UN)To Him be the glory [if]forever. Amen.

Dedicated Service

12 Therefore (UO)I urge you, brothers and sisters, by the mercies of God, to (UP)present your bodies as a living and holy sacrifice, [ig]acceptable to God, which is your [ih]spiritual service of worship. And do not (UQ)be conformed to (UR)this [ii]world, but be transformed by the (US)renewing of your mind, so that you may [ij](UT)prove what the will of God is, that which is good and [ik]acceptable and perfect.

For through (UU)the grace given to me I say to everyone among you (UV)not to think more highly of himself than he ought to think; but to think so as to have sound judgment, as God has allotted to (UW)each a measure of faith. For (UX)just as we have many parts in one body and all [il]the body’s parts do not have the same function, so we, (UY)who are many, are (UZ)one body in Christ, and individually parts of one another. However, since we have gifts that (VA)differ according to the grace given to us, each of us is to use them properly: if (VB)prophecy, [im]in proportion to one’s faith; if [in](VC)service, in the act of serving; or the one who (VD)teaches, in the act of teaching; or the one who [io](VE)exhorts, in the work of [ip]exhortation; the one who gives, with [iq](VF)generosity; (VG)the one who [ir]is in leadership, with diligence; the one who shows mercy, with (VH)cheerfulness.

[is](VI)Love must be free of hypocrisy. (VJ)Detest what is evil; cling to what is good. 10 Be (VK)devoted to one another in brotherly love; [it]give preference to one another (VL)in honor, 11 not lagging behind in diligence, (VM)fervent in spirit, (VN)serving the Lord; 12 (VO)rejoicing in hope, (VP)persevering in tribulation, (VQ)devoted to prayer, 13 (VR)contributing to the needs of the [iu]saints, [iv](VS)practicing hospitality.

14 (VT)Bless those who persecute [iw]you; bless and do not curse. 15 (VU)Rejoice with those who rejoice, and weep with those who weep. 16 (VV)Be of the same mind toward one another; (VW)do not be [ix]haughty in mind, but [iy]associate with the lowly. (VX)Do not be wise in your own estimation. 17 (VY)Never repay evil for evil to anyone. [iz](VZ)Respect what is right in the sight of all people. 18 If possible, (WA)so far as it depends on you, (WB)be at peace with all people. 19 (WC)Never take your own revenge, beloved, but [ja]leave room for the wrath of God, for it is written: “(WD)Vengeance is Mine, I will repay,” says the Lord. 20 (WE)But if your enemy is hungry, feed him; if he is thirsty, give him a drink; for in so doing you will heap burning coals on his head.” 21 Do not be overcome by evil, but overcome evil with good.

Be Subject to Government

13 Every [jb](WF)person is to be (WG)subject to the governing authorities. For (WH)there is no authority except [jc]from God, and those which exist are established by God. Therefore [jd]whoever resists authority has opposed the ordinance of God; and they who have opposed will receive condemnation upon themselves. For (WI)rulers are not a cause of fear for [je]good behavior, but for evil. Do you want to have no fear of authority? Do what is good and you will have praise from the same; for it is a servant of God to you for good. But if you do what is evil, be afraid; for it does not bear the sword for nothing; for it is a servant of God, an (WJ)avenger who brings wrath on the one who practices evil. Therefore it is necessary to be in subjection, not only because of wrath, but also (WK)for the sake of conscience. For because of this you also pay taxes, for rulers are servants of God, devoting themselves to this very thing. (WL)Pay to all what is due them: (WM)tax to whom tax is due; (WN)custom to whom custom; [jf]respect to whom [jg]respect; honor to whom honor.

Owe nothing to anyone except to love one another; for (WO)the one who loves [jh]his neighbor has fulfilled the Law. For this, “(WP)You shall not commit adultery, You shall not murder, You shall not steal, You shall not covet,” and if there is any other commandment, it is summed up in this saying, “(WQ)You shall love your neighbor as yourself.” 10 Love [ji]does no wrong to a neighbor; therefore (WR)love is the fulfillment of the Law.

11 Do this, knowing the time, that it is (WS)already the hour for you to (WT)awaken from sleep; for now [jj]salvation is nearer to us than when we first believed. 12 (WU)The night is almost gone, and (WV)the day is near. Therefore let’s rid ourselves of (WW)the deeds of darkness and put on (WX)the armor of light. 13 Let’s [jk](WY)behave properly as in the day, (WZ)not in carousing and drunkenness, not in sexual promiscuity and debauchery, not in strife and jealousy. 14 But (XA)put on the Lord Jesus Christ, and make no provision for the flesh (XB)in regard to its lusts.

Principles of Conscience

14 Now (XC)accept the one who is (XD)weak [jl]in faith, but not [jm]to have quarrels over opinions. (XE)One person has faith that he may eat all things, but the one who is (XF)weak eats only vegetables. The one who eats is not to (XG)regard with contempt the one who does not eat, and the one who does not eat is not to (XH)judge the one who eats, for God has (XI)accepted him. (XJ)Who are you to judge the [jn]servant of another? To his own [jo]master he stands or falls; and he will stand, for the Lord is able to make him stand.

(XK)One person [jp]values one day over another, another [jq]values every day the same. Each person must be (XL)fully convinced in his own mind. The one who observes the day, observes it for the Lord, and the one who eats, [jr]does so with regard to the Lord, for he (XM)gives thanks to God; and the one who does not eat, it is for the Lord that he does not eat, and he gives thanks to God. For not one of us (XN)lives for himself, and not one dies for himself; for if we live, we live for the Lord, or if we die, we die for the Lord; therefore (XO)whether we live or die, we are the Lord’s. For to this end (XP)Christ died and lived again, that He might be (XQ)Lord both of the dead and of the living.

10 But as for you, why do you judge your brother or sister? Or you as well, why do you (XR)regard your brother or sister with contempt? For (XS)we will all appear before the judgment seat of God. 11 For it is written:

(XT)As I live, says the Lord, (XU)to Me every knee will bow,
And every tongue will [js]give praise to God.”

12 So then (XV)each one of us will give an account of himself to God.

13 Therefore let’s not (XW)judge one another anymore, but rather [jt]determine this: (XX)not to put an obstacle or a stumbling block in a brother’s or sister’s way. 14 I know and am convinced [ju]in the Lord Jesus that (XY)nothing is [jv]unclean in itself; but to the one who (XZ)thinks something is [jw]unclean, to that person it is [jx]unclean. 15 For if because of food your brother or sister is hurt, you are no longer (YA)walking in accordance with love. (YB)Do not destroy with your choice of food that person for whom Christ died. 16 Therefore (YC)do not let what is for you a good thing be [jy]spoken of as evil; 17 for the kingdom of God (YD)is not eating and drinking, but righteousness and (YE)peace and (YF)joy in the Holy Spirit. 18 For the one who (YG)serves Christ in this way is (YH)acceptable to God and approved by other people. 19 So then we (YI)pursue the things [jz]which make for peace and the (YJ)building up of one another. 20 (YK)Do not tear down the work of God for the sake of food. (YL)All things indeed are clean, but (YM)they are evil for the person who eats [ka]and causes offense. 21 (YN)It is good not to eat meat or to drink wine, or to do anything by which your brother or sister stumbles. 22 The faith which you have, have [kb]as your own conviction before God. Happy is the one who (YO)does not condemn himself in what he approves. 23 But (YP)the one who doubts is condemned if he eats, because his eating is not from faith; and whatever is not from faith is sin.

Self-denial in behalf of Others

15 Now we who are strong ought to bear the weaknesses of (YQ)those without strength, and not just please ourselves. Each of us is to (YR)please his neighbor [kc]for his good, to his (YS)edification. For even (YT)Christ did not please Himself, but as it is written: “(YU)The taunts of those who taunt You have fallen on Me.” For (YV)whatever was written in earlier times was written for our instruction, so that through perseverance and the encouragement of the Scriptures we might have hope. Now may the (YW)God [kd]who gives perseverance and encouragement grant you (YX)to be of the same mind with one another, according to Christ Jesus, so that with one purpose and one [ke]voice you may glorify (YY)the God and Father of our Lord Jesus Christ.

Therefore, [kf](YZ)accept one another, just as Christ also accepted [kg]us, for the glory of God. For I say that Christ has become a servant to (ZA)the circumcision in behalf of the truth of God, to confirm (ZB)the promises given to the fathers, and for (ZC)the Gentiles to (ZD)glorify God for His mercy; as it is written:

And I will sing praises to Your name.”

10 Again he says,

(ZF)Rejoice, you Gentiles, with His people.”

11 And again,

(ZG)Praise the Lord all you Gentiles,
And let all the peoples praise Him.”

12 Again Isaiah says,

(ZH)There shall come (ZI)the root of Jesse,
And He who arises to rule over the Gentiles,
(ZJ)In Him will the Gentiles hope.”

13 Now may the God of hope fill you with all (ZK)joy and peace in believing, so that you will abound in hope (ZL)by the power of the Holy Spirit.

14 And concerning you, my brothers and sisters, I myself also am convinced that you yourselves are full of (ZM)goodness, filled with (ZN)all knowledge and able also to admonish one another. 15 But I have written very boldly to you on some points so as to remind you again, because of (ZO)the grace that was given to me [ki]from God, 16 to be (ZP)a minister of Christ Jesus to the Gentiles, ministering as a priest the (ZQ)gospel of God, so that my (ZR)offering of the Gentiles may become acceptable, sanctified by the Holy Spirit. 17 Therefore in Christ Jesus I have found (ZS)reason for boasting in (ZT)things pertaining to God. 18 (ZU)For I will not presume to speak of anything [kj]except what (ZV)Christ has accomplished through me, [kk]resulting in the obedience of the Gentiles by word and deed, 19 in the power of [kl](ZW)signs and wonders, (ZX)in the power of the Spirit; so that (ZY)from Jerusalem and all around as (ZZ)far as Illyricum I have [km]fully preached the gospel of Christ. 20 And in this way I aspired to (AAA)preach the gospel, not where Christ was already known by name, (AAB)so that I would not build on another person’s foundation; 21 but just as it is written:

30 Now I urge you, brothers and sisters, by our Lord Jesus Christ and by (AAQ)the love of the Spirit, to (AAR)strive together with me in your prayers to God for me, 31 that I may be (AAS)rescued from those who are disobedient in Judea, and that my (AAT)service for Jerusalem may prove acceptable to the [kr](AAU)saints; 32 so that (AAV)I may come to you in joy by (AAW)the will of God and relax in your company. 33 Now (AAX)the God of peace be with you all.
